The blocked IPs addresses in the list were caught using Internet bots to spam forms on the server.  When any Internet bot tries to submit a form more than 50 times it is automatically added to the Blocked list.  Below is some information about Internet Bots.  For a more detailed description see Appendix H—Understanding Malicious Internet Activities.

You have the ability to delete any IP address that has been blocked.
